Shanghai Municipal Water Affairs Bureau
The Major Duties are:
1. To implement the guidelines and policies and laws, rules and regulations related to the administration of water; to study and draw up the drafts of local laws, rules and policies concerning the administration of water, and organize the implementation of the relevant rules and regulations and policies.
2. To organize the formulation of this Municipality’s development planning, long- and medium-term plan and annual plan of water conservancy work, and organize their implementation in accordance with this Municipality’s overall planning of national economy and social development; to participate in the formulation of water resources planning of the river basin and organize the demonstration work related to the professional administration of water in the overall planning of national economy, urban planning and major construction projects.
3. To centralizedly administrate this Municipality’s water resources (including atmosphere water, surface water and groundwater); to formulate the long- and medium-term supply and demand plan of water resources and the allocation and dispatching schemes of water, and supervise their implementation; to organize the implementation of water-drawing permit system and the levy and collection of water resources fee; to release bulletins of water resources; to be responsible for the work of planned use of water, and organize, direct and supervise the economized use of water; to be responsible for the administration of water supply trade; to be responsible for hydrologic work.
4. To administrate mudflat resources jointly with relevant departments, and organize the drawing up, formulation and implementation of planning and plans of exploitation and utilization and protection of mudflat.
5. To be in charge of the work of seasonal flood control and drought relief, and undertake the daily work of the Municipal Seasonal Flood Control and Drought Relief Headquarters.
6. To be responsible for the construction and management of water drainage and sewage treatment facilities and the collection of drainage fees, to organize the practice of water drainage permit system, and to be responsible for the administration of water drainage trade.
7. To be in charge of this Municipality’s river courses, lakes and dykes (including man-made waterways, reservoirs, flood-diversion areas, flood-storage areas and flood-detention areas) and organize the rectification and control thereof; to be responsible for the development, rectification and control of the mouth of the Changjiang River and the part of the Tai Lake basin in Shanghai.
8. To draw up the planning of exploitation, utilization, and protection of water resources according to the State laws, regulations and standards related to the protection of resources and environment; to monitor the water quantity and quality of rivers, lakes, reservoirs and of the sewage discharged to other water bodies and drainage pipe network, to examine and approve the pollutant letting in capacity of waters and drainage pipe network, and to put forward the suggestions on the division of functional areas of water and rectification and control of water environment, and organize their implementation.
9. To organize and implement the work of supervision, inspection and law enforcement related to the administration of water; to coordinate the water-related disputes between departments, and between districts and counties.
10. To organize the drawing up of letters of proposal and feasibility study reports of water conservancy construction projects; to organize the implementation of the State quality standards concerning water conservancy techniques and directive rules and norms concerning water conservancy projects, and undertake the formulation of local standards; to be responsible for the organization and coordination of supporting work concerning water conservancy facilities in urban construction.
11. To be in charge of water conservancy projects of all kinds; to organize and direct the administration and protection of water conservancy projects and facilities, waters and its water fronts according to relevant rules and regulations; to organize the construction and management of key water conservancy projects of controlling nature or that span the Municipal boundaries; to be responsible in coordination for the safety supervision of this Municipality’s main water conservancy projects.
12. To direct rural water conservancy work, and to organize and coordinate the infrastructure of farmland water conservancy; to organize the implementation of soil and water conservation work jointly with relevant departments.
13. To participate in the administration of the use of water affairs funds; to direct the diversified operation of water industry, and to study and put forward economic regulatory suggestions related to the pricing, taxation, credit and financial affairs of water affairs.
14. To be responsible for the acceptance and handling of administrative reconsideration applications and the response to administrative actions.
15. To undertake others matters assigned by the Municipal Government.
